Please use this thread to ask me questions regarding my policies, plan, and platform.  I will be answering all legitimate questions.  I will not answer questions about my family, friendships, specific current or former city staff members, or anything that deals with litigation the city is involved in.  I want to make my goals, strategies, and plans accessible to as many people as possible.  I will take questions that are appropriate from here and put a FAQ on my website that will allow more people to understand my position on the issues.

I would ask the moderators to please remove any attacks, inappropriate comments, and questions that are not allowed.  This will help to keep the topic manageable and hopefully keep the landscape clear from the inevitable distractions that come from those types of posts.

To start things off I will answer Xion's question about online gambling.

I do not have any problem with online gambling as long as the activity is legal and not harmful to animals, such as dog racing.

High quality jobs will bring with them additional economic development.  So, what are your plans to bring quality employeers to Maricopa; jobs that are not limited to low wage retail and service jobs.

Our utility rates are among the highest in the state.  Is there anything that you can / will do as mayor that can help us?

Here's one I thought of when you mentioned your 347 initiative:

We all know that SR347, aka John Wayne Parkway, is maintained by ADOT as a state highway.  This has caused a number of problems with business development along that frontage.  In fact, the developers of the Maricopa Station project more or less blamed ADOT for that never being built.  I know that Florence Boulevard in Casa Grande, which is their main business thoroughfare, was also under ADOT's control.  The City of CG is about to or has already taken over that road so they could have total control over development along there.  I am of the opinion that Maricopa should do the same with 347.  I know it's a long process, but have been told by City staff who shall remain nameless that the process "has been started".  Do you agree that this should be done, and if so, is there anything the City Council could do to help expedite this process?

Attracting companies that bring high quality jobs is a multi-faceted effort.  It takes many different things that culminate in an attractive location for a potential new locate or relocation of a company.  Among the things a company will be looking for are:

Quality K-12 education
Higher Education
Low crime rates
Appropriate Real Estate and lease costs
Tax / Financing Incentives
Competent, educated work force
Recreation facilities and programs
Advanced Internet access including high-speed connectivity
Entertainment activities such as restaurants, fine arts, movie theaters, a bowling alley, golf course, etc.
Available mid-level shopping (Kohl's, TJMaxx, Bed Bath and Beyond, etc.)
Transportation Connectivity (Major airport, rail, inland port, freeway access)
Health Care services including specialized health care and hospital care

As you can see this list includes more than what just the City of Maricopa can provide.  The real task is to make the development of these things easy and create a culture of improved business development.

I have suggested, and will be presenting to the City Council at our Strategic Planning session this next week my four initiatives that are all focused on improving the economic development climate in Maricopa.  My entire platform is centered around the ability to attract development and create jobs.

The YES initiative is a shift in customer service philosophy from an "organization first" to a "business first" mentality at City Hall.  It is impossible to remove the retail/service sectors from consideration when you are looking to attract higher level employment.  I believe that we have inherent processes that scare the service sector companies from pursuing opportunity in Maricopa after they initially meet with the city.  This has to change.

My ProjectConnect program is essentially the task of bringing a master developer on staff at the city.  A master developer will have both the engineering and economic development expertise to bridge the gap between those departments at city hall.  They will also have experts to help in facilitating and engaging private entities who would partner with the city to make development of city projects move faster as well as finding alternative financing options to help with budgetary constraints.

347 NOW proposes an incentive-based program to jump start the 347 corridor development, going so far as the city potentially purchasing property and doing a development for lease to lower lease rates along the 347 and make the other developments more competitive.  It is just as frustrating for me to see businesses close in Maricopa and until there are comparable opportunities, current owners will charge inflated prices.  This goes to the heart of bringing both mid-level shopping and entertainment to Maricopa.  Each is absolutely essential to attracting higher level employment.

Finally my Charter City idea gives the city the best opportunity to create incentives for businesses and gives us flexibility to act quickly on planning and zoning issues.  Currently we are a Title 9 city and are bound by very strict state requirements.  Cities like Tempe and Chandler, which are both Charter Cities can do much more because they have written it into their city charters.  The state grants charters more flexibility because the citizens are highly involved in developing the charter and it requires a city-wide vote to pass.

There is no magic bullet to attracting good companies with good jobs.  It is a list of things that companies look for and we are currently in the process of bringing many of those things online.  For over three years I have championed getting all of our city projects moving.  Banner has broken ground on the health center.  Central Arizona College is breaking ground in December.  The city has hired the Construction Manager at Risk for the City Hall complex and we are beginning the staging of the Sports Fields/Multi-Generational center at Bowlin road and 347.

As Mayor, I will continue to press for a more expeditious process in getting these amenities completed.  I will also engage the education community and continue to develop essential partnerships with MUSD, Charter Schools, Home School families, and Central Arizona College.  I will be proactive in developing incentive strategies that make sense for both companies and the city and will seek new, never thought of options.

My biggest goal for the next two years is to get Maricopa attractive.  We must put our best foot forward.

I wish there was a better answer, but the best we can do is monitor what ED3 is doing, make sure we are represented at their board meetings and keep the dialogue open with their administration so that the city is not surprised.

To ED3's credit, I have witnessed their discussions and the process they go through to determine rates and for 2 years they have held firm and not raised rates.  They have enacted programs such as level-pay and time-of-use at the request of rate payers and many people I know who have taken advantage of these programs have been able to budget better and with TOU, have lowered their power bills considerably.

It will get better for ED3 because the contract with APS that put them in the position they are in now will not last forever.  I will work hard to continue supporting solar and alternative energies along with keeping the dialogue open.  ED3 recently changed their policy on excessive heat warnings and will now be following the same recommendations that APS and SRP follow.  This was done as a direct request by the city and they have listened and made a positive change.

I don't have any details on this process, but I find it highly unlikely that the State would allow this to happen.  Route 347 is a significant state route because of the connection it offers the Gila River Indian Community and the Ak-Chin Indian Community.  Recently a group of cities in Phoenix gave up trying to make Grand Avenue a local road because of the multi-jurisdictional issues that a local road would face, such as speed limits, access, etc.

Another thing to consider is that every stretch of road that the city takes into possession requires maintenance.  Currently ADOT pays for all maintenance, lighting, improvements, etc. on 347.  That would be a significant transportation cost to the city and I am unsure of how much we would receive from the county, state and feds to pay for it.

I am not opposed to the idea, but it is a big, big idea that would require much discussion and flushing out before I would make a commitment either way.

Because I got involved when I moved here, paid attention, and while I know I have equals, nobody wants Maricopa to succeed more than I do.  I also think I am smart enough to do the job and bold enough to actually take risks, something we haven't had for a while.  I want to get on the horse, take the reigns and lead the charge!

The air quality in Maricopa leaves a lot to be desired.  There was talk on "non attainment" by the EPA not long ago.  Many people living here have horrible asthma and other issues which I have personally witnessed goes away over time when leaving the city with exposure to clean air.  While the air quality has improved a lot since some of the cows have moved out it is in no way healthy by my standards.  What do you plan to do to make Maricopa a healthy place to live in?
