This story reeks of stupidity all the way around. First off, Christians never seem to miss out on an opportunity to claim persecution. It's always been that way. This is one of those "they won't let us practice our religion" stories that's designed to inspire outrage amongst the faithful and vilify the non-believing establishment. If a crucifix scene reminds the child of Christmas, well, so be it. He completed his assignment as instructed. He could have just as easily drawn a snowman or Santa.
You're right - Daddy sees a way to rake in a few bucks and he's not going to pass it up.
So why would the kid be suspended no matter what he drew? There was no disciplinary issue here. He was confused a little between Christmas and Easter, but that's something Daddy Lump Sum needs to work out with him.
